P1.2-B for Clark airport in national budget

CLARK FREEPORT -- The cat is out of the bag. Some P1.2 billion is now in the national budget for the development of the Clark International Airport (CIA). This was announced by Rep. Joseller “Yeng” Guiao (1st District-Pampanga) during the Dangerous Drugs and Peace and Order Summit at the Oxford Hotel here over the weekend.

Guiao said the P1.2 billion is included in the national budget which is up for approval by Congress. “The construction of the (Clark airport) terminal, which will increase our passenger capacity to 10 to 15 million annually, has been included in the 2015 budget to the tune of P1.2 billion,” Guiao said.

“It will total to about P7.2 billion but to be able to appropriate P1.2 billion for one year is good enough as a start,” he added. “The good thing is that they will start it. Hindi naman P1.2 billion tapos hindi na nila itutuloy yon (It’s not P1.2 billion, then they will no longer pursue it),” explained Guiao at the sidelines of the summit.

“So that is a sign of commitment already. So with that we know that they are committed to the airport project,” he said.

Green City Meanwhile, Guaio said the Clark Green City project, which has only been recently approved by NEDA, will not be funded by government. “It will be funded by the private sector,” Guiao said. “The strategy of BCDA (Bases Conversion Development Authority) is to allocate certain portions of the area to certain investors.

Like for example MVP (Manuel V. Pangilinan) will be given 500 hectares to develop or RSA (Ramon S. Ang), a scheme which is similar to the Bonifacio Global City in Taguig,” he explained. BCDA President-CEO Arnel Paciano Casanova likened Clark Green City to a much more modern Bonifacio Global City that is 100 times bigger.

The project will cover this freeport and its adjoining 35,000-hectare Clark special economic zone (formerly Clark sub-zone). The neophyte congressman also expressed his gratitude to President Aquino and Transportation and Communications Secretary Emilio Abaya Jr. for supporting Clark.
